Agenda 21 is more than the scary title of a Glenn Beck thriller. It is, in fact, one of the action items that came out of The United Nations Conference on Environment and Development (better known as the Rio Conference of June 1992). Basically Agenda item 21 outlines suggested steps for morphing future development of localities, cities, and nations into a form which produces minimal impact on the overall world environment.
