PHARR – Over at the Jackson Place Apartment complex on the corner of Jackson and Sioux Roads, there may be a problem that is expected to be hashed out this week. The subcontractor doing site work – roads, moving dirt, laying utility lines – currently has a lawsuit filed against the City of Pharr and the Pharr Economic Development Corporation.
