Better way to figure the new budget?

Hidalgo County’s proposed budget for next fiscal year, which begins Jan. 1, should be posted this week and then approved next Tuesday, the 27th, by the Commissioners Court.
The question, however, is the present method of working up the county’s budget the best way to do it?
