Off-duty cop case still pending

After five months of granting continuances, Federal Judge Ricardo Hinojosa finally ruled two weeks ago in the lawsuit that Laura Ramirez, wife of former Pharr City Attorney Rene Ramirez, had pending against the city of Pharr and one of its police officers, Daniel Linan.

Hinojosa granted the city’s motion for summary judgment, agreeing with Pharr’s legal representative that the city should carry no liability in the matter because its police department has no record of its officers using excessive force against the general public. Nor does it have a record of knowing excessive force exists in its ranks but failing to do anything to rectify the problem.
