The End of Federalism

by Tom Haughey.

Last week Governor Mario Cuomo signed a bill that will grant New York’s 29 electoral votes to the presidential candidate who wins the popular vote. The Governor defended his move by talking about fairness and money. He wants each vote to count equally and laments the fact that a big state like New York has less campaign money spent on it than any other state in the union. Presumably those same arguments convinced some Republicans in the state senate to vote for the bill.
