I remember driving late at night with a friend from Mexico.  I braked at a stop light and waited for the green.  My friend was shocked that I didn't drive on through since there was no traffic  "Which is smarter," he opined, "you or a machine?"  That pretty much sums up the attitude of many south of the border toward laws.
