San Juan has trouble keeping a city secretary; question is why?

SAN JUAN – Most cities enjoy long-term tenure with regard to city secretaries. They stay years on the job, and then when they retire, their assistant moves up the ladder. San Juan hasn’t been so lucky. At least not in many a moon. In San Juan’s case, not only has the ladder tipped over, but the rungs have come unglued.
When Humberto “Bobby” Rodriguez left his job as San Juan city secretary in early 2015 to assume the paid position of SJ EDC director, he had been on the job for more than five years.
