Back in the late 1990s, Army Chief of Staff Eric Shinseki decided that black berets would no longer be the purview of the Army’s elite Ranger units and would be worn by all the enlisted soldiers. That arbitrary decision drew fire from certain quarters, but nothing like what followed once the public and Congress were made aware that the berets would be manufactured in Communist China. After Bush was elected in 2000, the China connection was ditched the following year, and the manufacturing of the Army berets stayed in the U.S.
