Asks for stipend for ambulance calls?

PHARR – After a discussion in executive session last Monday night, the Pharr City Commission emerged to announce that it was switching EMS services and replacing Med-Care EMS with Hidalgo County EMS. After 18 years of meeting or exceeding the contractual requirements his company had with the city, Med-Care President and CEO “Cande” Ontiveros said he didn’t know what caused the city to go out for RFPs (requests for proposals), which is one form of a bidding process.
