The former sheriff, Lupe Treviño, is going to federal prison, so how do you replace him? If you’re a Democrat, or one of the four Republicans who live in the Hidalgo County (just kidding, make it five), you gather your precinct chairs in one location and vote. The winner, who must have 50 percent plus one, will see his name placed on the November ballot.
