Guns, Nuts, and Killers

Way back when in the Dark Ages (the 1950s) most people who were insane were committed to an insane asylum. The number of mass shootings by nut cases was minimal. There was even a special prison for people who were deemed to be mentally defective but not quite crazy (The Patuxent Institution) where people who committed crimes were sentenced to indeterminate sentences and didn't get out until declared cured (which might be never).
