When Hugo Chavez came to power in Venezuela he began to gradually consolidate power and work towards a dictatorship. First he eradicated or weakened checks and balances. He replaced a bicameral legislature with a single national assembly. He packed the courts with fellow socialists. He created a couple of newspapers (of which he served as editor). He began tightening control of television. When RCTV’s license came up for renewal, he decided to shut the station down by not renewing it. About that time Juan Guaido founded a student group which protested against closing the station (as well as later moves to amend the country’s constitution not once but twice so he would have near total control and could run for president an unlimited number of times). The student group was instrumental in defeating the second referendum.
