Who were trustees texting during meeting?

When a serious matter such as the multi-million-dollar health insurance policy for McAllen ISD employees is being discussed, shouldn’t the trustees’ focus be on the presentation underway before the board as opposed to reading text messages?
One would think.
That wasn’t the case, however, during the school board meeting July 31, 2017. The meeting is posted on the school’s website and can still be viewed. Fast forward to the 40-minute mark, or so, maybe a little earlier, didn’t keep track, and there the business of health insurance is being discussed, and yet, several board trustees are texting. Some were texting prior.
