Why did TEA assign a “monitor” to oversee Donna ISD business?

DONNA -- The TEA (Texas Education Agency – always headed by a governor appointee) announced last month that it had assigned a “monitor” to watch over Donna ISD to make sure that it’s no longer dysfunctional.
Okay, the word “dysfunctional” isn’t exactly in the letter TEA sent to the superintendent, Fernando Castillo, and school board president, Efren Ceniceros, but the problems laid out in the letter would certainly point in that direction – this way to the dysfunctional school district.
