Donna ISD Board Trustee Ernesto Lugo says he probably isn’t going to quit talking about this issue for a long time – “I just don’t think it’s right,” he says. The issue he’s referring to is the retainer fee the school district’s paying its new attorney, Robert J. Salinas, which is approximately three times more than what the district was paying its previous attorney just two short months ago.
