La Sienna: what piqued the fed’s interest?

As Pharr’s huge 288-unit Public-Private Partnership Jackson Place Apartment complex moves toward completion on the southeast corner of Jackson and Sioux Roads, the question remains: what about its ties to Edinburg’s proposed La Sienna Apartment complex interested federal authorities so?

Edinburg officials have acknowledged that the city manager was served with a subpoena, but never really said what information was requested when FBI agents visited city hall last February just a day prior to a city council meeting during which the council majority seemed ready to move ahead with the La Sienna Apartment complex, which is almost an exact mirror of Jackson Place.
