Did RGV’s State Board of Education Member do lobbying work for Texas Descon L.P.?

Should it be permissible for state elected officials, such as State Board of Education Member/Secretary Ruben Cortez Jr., to serve as consultants and lobbyists for private companies while they’re supposedly hard at work doing the “people’s business?” More specifically, has Cortez done such work for Texas Descon L.P.?
