Who triggered the lawsuit?

EDINBURG – The lawsuit (counter claim) that the city of Pharr’s attorneys filed against D&M Ventures LLC this March may have just become a little more difficult with the company’s principle owner, David Marquez, having recently passed away May 21 in San Antonio.
During his development of Jackson Place, Marquez made no secret that he was suffering from pancreatic cancer, but he was bound to beat it. According to one close source who asked for anonymity, he fought death to the bitter end, refusing to admit defeat. Pancreatic cancer, however, is considered one of the most lethal forms of cancer. Its five-year survivability rate is only 7 percent. (Source: pancreatic.org.)
