WESLACO – Two months ago, Weslaco ISD paid a stipend to 2,080 employees, ranging from $400 to $700 for a half-day training concerning what constitutes sexual harassment.

Average daily attendance has been up this year at Weslaco ISD. School districts can’t pay bonuses mid-stream, according to state law, unless it’s already put in place at the start of the contracted year. So the superintendent and school board decided late last year that paying staff a stipend to attend a half-day Saturday training session on how to avoid getting involved in anything that smacks of sex harassment (“nice skirt”) might serve as a reward for improved district enrollment this year.
