This Pharr lawsuit is a puzzler

Did he resign or was he fired?

PHARR – This newest lawsuit filed last month by attorney Katie Klein against the City of Pharr is really a puzzler:
Was former city employee, Rogelio “Roy” Garcia, terminated (fired) from the city in February 2016 for refusing to submit to a random drug test, or did he resign after being notified that he had to take one?
At the time of his departure from city service, he was the Pharr’s community events director.
