Leaking Refills the Swamp

Years ago it was widely reported that FBI Director J. Edgar Hoover kept dossiers on members of Congress and other government officials to insure the permanency of his position. It has also been reported that President Lyndon Johnson used those embarrassing dossiers to blackmail congressmen into voting for his civil rights legislation. What an ironic twist that the rights of one minority (government officials) might well have been trampled in a politically expedient move to protect the rights or another minority! The swamp existed in Washington even way back then.
