Former Pharr city manager’s more-pay request in limbo

The $436k payout handed to Fred Sandoval last month needs some adjustment, according to the former city manager. After the payout was issued, Sandoval sent an email dated July 14 to interim City Manager Juan Guerra in which he stated that he was owed an additional $72,003.02.
