Why choose project engineer firm and then ignore its choice for architect?

EDINBURG – For anyone with a computer, the Aug. 8 Hidalgo County Commissioners Court meeting will be worth watching online, because it begs the question: Why choose a project engineering firm to build a new courthouse, and then ignore its recommendation on which architect to hire?
During the Aug. 8 meeting, a representative from Jacobs Project Management Company, which was recently hired as project manager to oversee construction of the new multi-million-dollar courthouse, recommended one firm, HOK, as its architectural choice, but the Commissioners Court decided not to abide by it.
