Editor’s note: I called former McAllen Mayor Leo Montalvo this week to include his comments about a story I’m working on concerning Water District No. 3 and its ongoing feud of sorts with the city of McAllen. Currently, Montalvo’s getting to end his twoterm stint at No. 3. He’ll step down as board member next month.
