For 12 years, more or less, McAllen Police Chief Victor Rodriguez sought justice with regard to the April 1960 murder of Irene Garza. There was only one obstacle barring his way: Hidalgo County District Attorney Rene Guerra who never wavered from his position that the case would never be solved, and that her killer, whoever he might be, would never be found, much less convicted of murder.
