Former Pharr public works director has filed a grievance against the city

PHARR – The Advance News Journal recently discovered that a “Charge of Discrimination” was filed three months ago by the City of Pharr’s former public works director, “Roy” Garcia, who claims he was terminated in April 2017 after 23 years as a city employee for being wrongfully accused of altering a budget spreadsheet and his failure to hire two political appointees. Plus, Garcia claims that he was fired based on age discrimination (he is 42 years old) and for a physical disability (herniated spinal disc).
The city’s insurance carrier, the Texas Municipal League is handling the legal matter.
