Efforts to gain access to city of Donna’s open records run into obstacles

The Advance News Journal sent a public information request to the city of Donna May 18th that seemed pretty clear cut, but the city’s legal counsel seemed to disagree.
Here is what we requested:

1) Copy of contract between the City of Donna and the legal firm (any and all attorneys) currently representing it, including retainers and hourly payments.

2) Copy of contract between the City of Donna and the legal firm (any and all attorneys) representing it immediately prior to the current contract now in force.
